You can lessen the cost more by asking solar panel manufactues/distibuters if you can have thier broken panels. Often times the glass and not the panel itself is broken. It decreases effeciency but it would be free.
THE most important part is your battery. That is explained at the website but for the benifit of all I will say that you can use a single panel to charge several Deep Cycle bateries. Of course the more panels you have the quicker your charge will be. You may also be interested in looking up Browns Gas.

But air conditioners use FAR more energy than lighting does, so I am a bit worried that you lump these two things into the same category. You will need SEVERAL BIG solar panels to operate even the smallest air conditioner.
