Your saying attic fans, Are you talking about exaust fans?
In a house your size those fans should probably run starting about 1- 1 1/2 hours before the air is turned on. You may want to put them on a timer. If it's really hot and the air runs 24/7 then they should be on too. If you talking about an attic fan that pulls hot air from the interior of the house then the same 1- 1 1/2 hours before the air is turned on but once it is stop the fans or it will suck your cooled air into the attic.
These types of fans will help with the cost you may not see a big difference during summer because every thing is fighting heat then but you will see a difference and going solar they will pay for themselves fairly soon. Another tip shade you air unit, in the temps of Phoenix during summer, something as simple as shading your unit will save you about $.50 a day. Don't sound like much but it adds up (avg. $15.50 mth)You can shade it with plants or take a good sized umbrella and shade it. We always plant to shade because when you water the ground stays cooler longer.
References :
Solar fans in the attic are only supposed to remove heat from the attic itself. Assuming your house is properly insulated, the use of a solar attic fan should have little or no effect on your AC bill. Solar attic fans are designed to prolong the life of your attic joists and other beams, as well as your roof sheathing, and to aid in the prevention of condensation in the attic.
References :
Sunglasses and sunscreen are a good idea. Uniform regulations in country require that you wear long sleeves and long pants and a hat any time you are in combat uniform. They also drink a LOT of water.

Living quarters on larger bases are air-conditioned, so you can come inside and cool off between missions.

You spend two weeks in Kuwait before you get to your combat location. Main purpose of that is so troops have a chance to acclimate.
References :
I spent two tours there

Why limit yourself to those 4 brands. Look at the page below and read the "How To Choose" section. Then look at the reviews. This will help you decide. Good luck.
References :
http://www.continuous-home-improvement-help.com/best-air-conditioners.html

I don't see an easy way of implementing marine diesel into small pickup truck. It just something that doesn't belong there. There are numerous problems that will pop out for you to improvise toward the final goal - very fuel efficient p/u. Cooling, power transmission, differentials... You should know that marine diesel engine will burn much more fuel than if you use some other engine and improvise mounts and few other things. The resistance toward moving of a vehicle compared to a boat is a lot bigger and small marine wouldn't do the job. Bigger might but then you loose your starting idea for all this. Why not just find an old VW w/ diesel engine 1.6l and fit it in the truck. There is a movie in some European country as I can recall where dude is trying to make a PLANE powered with this engine. Of course... he failed... but then again... it's just a movie... :-)
